Slime tether 15 enemies to another object. Use the Slime Tether on 15 ghosts. It's easier than it sounds, Slime Dunk is also attainable at this point, as well. When in the Civil War room in the Museum, aim the Slime Blower at one of the ghosts, fire the tether, then aim at something else, like a wall, and fire again. The Ghost will get pulled and slammed into the wall, much like a Capture Stream slam, causing it to dizzy. Repeat 14 more times.
