Public Safety siren systems have to run at either 100 or 200 watt output for NFPA, Dept of Health and other vehicle code compliance and are not recommended to be altered as it will void warranties. However in this situation, I suppose one may be able to wire in a variable resistor such as a potentiometer to act as a volume control.

The only other option would be to add in-line resistors ran in series with the speaker leads but that would be a permanent solution which could not be adjusted once installed.
