The comparison I can make off the top of my head is Donald Trump launching a missile strike. Now not everyone was happy with that action although some supported it. Imagine if tomorrow knowing full well the backlash against what he did he said he was going to launch a missile strike against Iraq but at the last minute said "only joking". Is that the best thing way to mend relations?
