I think you've misinterpeted the language they've used:
Guests may not wear clothing or accessories (e.g. uniforms, costumes or props) that may create a false impression that guests work for Universal or as emergency personnel, including, without limitation clothing or items identified with law enforcement, security, firefighters, emergency responders or the military.
They're saying you can't dress up as a policeman, firefighter, military personnel, or Universal Studios employee (you can't cosplay as a zombie Universal tour guide, for example). You
probably can't wear a Top Gun flightsuit or combat gear e because that's semi-realistic military attire, but a Ghostbusters flightsuit is most likely going to be fine. And it reads like that also applies to the props (you can carry a ghost trap, but you can't carry a gun). As long as it doesn't "create a false impression" you should be OK.
If you're really worried about it, call them and ask just to be on the safe side.
I'm 99% sure the person who said "thankyou for your service" while I was wearing my GB flightsuit in the NYC subway on Ghostbusters Day was joking and didn't think I was actually in the military
Edit: It's true it does say "clothing or items identified with...the military", and I suppose a flightsuit is technically military clothing. But it's pretty hard to misinterpret the patches as being actual military. Maybe I'm wrong. I don't know, I'm not American or in the military
